If an agency tells you it can pay to make ChatGPT recommend your business, you should probably end the meeting.

That’s not how ChatGPT Ads work.

Advertising in ChatGPT is real, and Singapore businesses can now use it. But buying an advertisement below an AI-generated answer is very different from getting your business mentioned inside that answer.

One is paid media. The other involves organic AI search visibility.

Confusing the two is an expensive mistake.

Since ChatGPT Ads launched in Singapore on 23 September 2026, agencies have been quick to introduce services promising to help businesses reach customers during AI conversations.

Some have actual experience with OpenAI’s advertising platform. Others are established performance marketers adapting their existing skills. A smaller group has been formally named by OpenAI as agency partners.

All three categories may be worth considering, but they shouldn’t be treated as interchangeable.

And here’s something many businesses don’t realise: you don’t necessarily need an agency to advertise on ChatGPT. Eligible Singapore companies can open an account through OpenAI Ads Manager and manage campaigns themselves.

So why would you pay someone to do it?

Because the hard part isn’t opening the account. It’s knowing whether the channel suits your business, building relevant advertisements, tracking customers properly, and deciding whether the results justify the money.

For this guide, we’ve shortlisted 12 ChatGPT Ads agencies serving Singapore, including five networks named by OpenAI as regional agency partners and seven providers advertising dedicated ChatGPT campaign-management services.

We’ll compare what each one offers, who they’re suitable for, what they charge where prices are published, and what evidence you should request before signing.

Editorial disclosure: This article is published by MediaOne, which appears in the comparison. MediaOne has a commercial interest in ChatGPT advertising services. Our shortlist is based on publicly documented capabilities, official OpenAI partner announcements, and agency service information available as of 5 November 2026. We have not independently audited the ChatGPT advertising results of all twelve agencies. Their order is not a verified ranking of campaign performance.

Best ChatGPT Ads Agencies in Singapore at a Glance

There are two kinds of providers worth distinguishing: agencies OpenAI has publicly identified as partners, and independent agencies offering ChatGPT Ads management.

Digital Market SMEs comparing ChatGPT Ads with existing Google Ads performance Dedicated service with an openly stated Google Ads baseline Custom quotation
TargetGuru Smaller advertisers looking for transparent management fees Dedicated ChatGPT Ads service with published scope S$488/month, plus ad spend

Important: OpenAI explicitly names dentsu, Havas Media, Omnicom Media, Publicis Groupe, and WPP among its agency partners. The other providers listed here advertise independent campaign-management services; their inclusion does not imply an official OpenAI partnership.

No agency in this comparison has been assigned an artificial performance score. Publicly available Singapore ChatGPT Ads results are not yet consistent or independently documented enough to support a defensible ranking by ROI.

Which ChatGPT Ads Agency Should You Shortlist?

ChatGPT Ads Are Live in Singapore. Here’s What Has Actually Changed.

OpenAI began testing advertising in the United States in February 2026.

On 5 May 2026, it expanded access through agency and technology partners and introduced a beta self-service Ads Manager.

Singapore was included in OpenAI’s Southeast Asia and Taiwan expansion announced on 23 September 2026, alongside Indonesia, Malaysia, the Philippines, Thailand, Vietnam and Taiwan.

By 21 October, OpenAI reported that ChatGPT Ads had expanded to 89 countries and that more than 100,000 advertisers had used the platform.

That’s significant growth.

But here’s the distinction businesses need to understand: having more advertisers worldwide doesn’t tell you how many relevant Singapore customers your campaign can reach, or what it will cost to acquire them.

ChatGPT advertising is still a developing channel. Its reporting, targeting and creative formats are changing quickly.

An agency selling you a guaranteed Singapore cost per lead without a credible dataset is making a forecast, not stating an established market benchmark.

How ChatGPT Ads work

OpenAI’s published ChatGPT ad example showing a Heirloom Groceries sponsored card below an answer and the About this ad disclosure

A person asks ChatGPT a question.

ChatGPT generates its response.

A relevant sponsored advertisement may appear separately below the answer.

The advertisement is clearly labelled, and the advertiser cannot pay to change what ChatGPT says.

OpenAI’s system considers several factors when deciding which ads to show, including the conversation’s context, the advertisement, its landing page, the advertiser’s context hints and applicable targeting signals.

That is different from traditional keyword matching.

For example, someone researching furniture for a small HDB flat might describe their room dimensions, storage needs and budget.

A relevant furniture retailer could potentially advertise a compact product range.

However, the retailer cannot force ChatGPT to recommend its products inside the generated answer.

Who can see ChatGPT Ads?

Ads may appear to eligible users on ChatGPT’s Free and Go plans.

Plus, Pro, Business, Enterprise and Edu users are not shown ads. Accounts identified as belonging to people under eighteen are also excluded.

Advertisers should therefore avoid treating ChatGPT’s entire user base as available advertising inventory.

For the latest explanation, see OpenAI’s Ads in ChatGPT documentation.

1. MediaOne — Integrated ChatGPT Advertising and Performance Marketing

Best for: Singapore SMEs and established businesses wanting ChatGPT Ads connected to Google Ads, landing pages, lead generation and AI search.

Pricing: Custom quotation.

Official service: MediaOne ChatGPT Ads Agency

MediaOne ChatGPT Ads service page showing its Singapore offer and agency-created sponsored-placement illustration

MediaOne has introduced a dedicated ChatGPT Ads service for Singapore businesses following the platform’s September 2026 rollout.

The service focuses on building advertisements around the problems customers describe during conversations, rather than simply transferring existing Google Ads keyword lists into a new platform.

That’s the right starting point.

A customer asking ChatGPT which accounting software fits a fifteen-person business is at a different stage from someone searching Google for a particular software brand.

The creative, landing page and measurement should reflect that difference.

What MediaOne offers

MediaOne’s published service describes campaign setup, audience and conversation-context planning, creative development, media management and performance measurement.

Its broader experience covers Google Ads, SEO, conversion optimisation and lead generation.

The agency also offers GEO and AI search services, which address organic visibility in AI-generated responses.

Keeping those disciplines separate is important. ChatGPT Ads purchases a sponsored placement. GEO attempts to improve organic visibility and brand representation.

Published evidence and limitations

MediaOne’s website describes broad experience in digital advertising and AI-assisted marketing, including its Digimetrics.ai platform.

However, its public ChatGPT Ads service page does not provide a complete named Singapore campaign with independently verified spend, conversions, qualified leads and revenue.

Traditional search advertising results and industry awards should not be presented as proof of ChatGPT Ads performance.

MediaOne also isn’t among the five agency networks OpenAI specifically named in its September regional partnership announcement.

Our assessment

MediaOne is worth considering when the objective is to test ChatGPT advertising alongside an established search and lead-generation programme.

The strongest buying case would be a clearly scoped pilot, reliable tracking, client-owned advertising accounts and a decision on whether the new channel deserves additional spending.

Ask before signing: Can you show the exact campaign setup, conversion definitions, reporting framework and criteria you’ll use to recommend scaling or stopping the campaign?

2. dentsu — An OpenAI-Named Partner for Enterprise and Regional Advertisers

Best for: Large organisations, regional advertisers and businesses requiring coordinated media planning across multiple markets.

Pricing: Custom quotation.

Official website: dentsu Singapore

dentsu Asia Pacific website with its original branding, city photograph and Innovating to Impact positioning

dentsu has one of the clearest documented connections to OpenAI’s advertising programme among the agencies reviewed.

The group announced participation in the initial OpenAI advertising pilot in February 2026.

It later became a launch partner for the Southeast Asia and Taiwan expansion.

That matters because it establishes involvement in the advertising programme itself, rather than merely publishing a service page after the launch.

What dentsu brings

dentsu operates across media strategy, performance marketing, creative and customer experience.

Its media capabilities include brands such as Carat, dentsu X and iProspect.

For advertisers coordinating substantial media investment across several markets, the network can help place ChatGPT Ads within a wider campaign strategy.

Its public announcements also discuss integrating conversational advertising with traditional paid and organic search.

Evidence and limitations

dentsu has documented pilot involvement and named participation in the regional launch.

However, those credentials don’t automatically establish what results a particular Singapore client can expect.

The business should request relevant campaign evidence, especially if its industry or budget differs significantly from the network’s earlier pilot clients.

Our assessment

dentsu is a relevant candidate when ChatGPT Ads form part of a larger enterprise media programme.

Ask before signing: Which Singapore or regional team will manage the account, what platform experience can they demonstrate, and how will the results be measured against existing media investment?

3. WPP Media — Cross-Channel Media Planning With OpenAI Pilot Experience

Best for: Regional and multinational brands seeking an established media-buying partner.

Pricing: Custom quotation.

Official website: WPP Media

WPP Media official website with its original branding and Intelligent Growth for the AI Era positioning

WPP Media joined OpenAI’s initial advertising pilot and subsequently announced support for ChatGPT Ads across Southeast Asia and Taiwan.

Its October 2026 regional announcement specifically describes the opportunity to connect conversational advertising with broader contextual campaigns.

That’s a useful distinction.

A ChatGPT placement shouldn’t automatically become a separate marketing strategy. It should have a defined role alongside the other channels the business is already using.

What WPP Media offers

WPP Media combines media planning, buying, audience strategy and measurement across a large agency network.

Its published work on ChatGPT advertising emphasises controlled testing, brand suitability and cross-channel coordination.

That makes the group relevant when a client wants to understand how ChatGPT Ads might complement an existing media programme.

Evidence and limitations

WPP Media has published direct participation in OpenAI’s pilot and regional launch.

But pilot participation is not a universal guarantee of campaign performance.

The Singapore team and the global pilot team may also have different responsibilities, so clients should establish which specialists will work on their account.

Our assessment

WPP Media is worth evaluating for advertisers with substantial media operations or a regional test-and-learn programme.

Ask before signing: Which learnings from earlier ChatGPT campaigns are applicable to our market, and how will you separate actual Singapore results from global benchmarks?

4. Havas Media Singapore — Media Planning and Contextual Advertising

Best for: Established brands integrating ChatGPT Ads with wider digital media, audience planning and brand communications.

Pricing: Custom quotation.

Official website: Havas Media Singapore

Havas Media Singapore’s published introduction describing its media experience approach and audience context

Havas Media was named by OpenAI among its agency partners for the September 2026 expansion.

Its Singapore office provides media planning, buying, analytics, audience research and performance marketing.

This is relevant because conversational advertising introduces a different kind of media context.

Instead of reaching someone while they’re scrolling through social media, the advertiser may be reaching them while they’re working through a particular decision.

What Havas offers

Havas Media Singapore has documented capabilities across media strategy, programmatic advertising, campaign performance, analytics and audience insights.

That broader expertise may be valuable when a brand wants to coordinate ChatGPT Ads with other digital and traditional placements.

Evidence and limitations

OpenAI’s partnership announcement establishes Havas Media’s status as a named agency partner network.

However, the Singapore service pages reviewed don’t publish a complete ChatGPT-specific case study with independently verified local acquisition results.

Buyers should request one rather than rely on broader Havas client portfolios.

Our assessment

Havas is worth considering when media strategy and brand suitability are important parts of the engagement.

Ask before signing: How will you evaluate suitable placements, manage campaign governance and compare performance with our existing media channels?

5. Publicis Groupe — Enterprise Media and Digital Advertising

Best for: Enterprise and multinational advertisers with complex media, creative and data requirements.

Pricing: Custom quotation.

Official website: Publicis Groupe

Publicis Groupe official website with its original branding and centenary campaign artwork

Publicis Groupe was among the agency partners named in OpenAI’s September 2026 Southeast Asia announcement.

The group operates across creative, media, commerce, data and digital marketing services.

For businesses running complex advertising programmes, that combination can support coordinated campaign planning.

However, the practical value depends on the particular team and service arrangement.

What Publicis offers

Its broader network includes media and performance marketing capabilities suited to businesses requiring coordinated cross-channel execution.

The key question for ChatGPT Ads is how the advertising will fit within the client’s existing media strategy.

A business should not commission a separate campaign simply because a new platform is available.

Evidence and limitations

OpenAI’s announcement confirms Publicis Groupe as a named agency partner.

That is stronger evidence of platform involvement than a generic AI advertising service page.

It does not independently prove Singapore campaign outcomes, however.

Our assessment

Publicis Groupe is worth comparing for larger organisations seeking ChatGPT Ads within an established agency relationship.

Ask before signing: Which team has actual ChatGPT campaign experience, what outcomes have been measured, and how will the work be integrated with existing media planning?

6. Omnicom Media — Large-Scale Media Buying and Measurement

Best for: Enterprise advertisers seeking ChatGPT Ads within a broader media and analytics programme.

Pricing: Custom quotation.

Official website: Omnicom Media

Omnicom Media official website showing its branding and Ecosystems for Growth positioning

Omnicom Media is another agency group OpenAI named as a partner for its Southeast Asian expansion.

The group operates several media agency capabilities and markets its Omni intelligence platform for coordinating media and data.

Its scale may be useful for businesses with existing multinational advertising arrangements.

What stands out

Omnicom Media’s public commentary on ChatGPT advertising acknowledges both the opportunity and the measurement challenges of a new channel.

This is an important point for buyers.

The ability to purchase advertisements doesn’t automatically mean the effectiveness of every placement is fully understood.

An agency needs to explain what the available metrics establish and what remains uncertain.

Evidence and limitations

Omnicom Media’s status as an OpenAI-named partner is documented.

Its broader media credentials don’t provide a direct Singapore ChatGPT cost-per-acquisition benchmark.

Businesses should ask for an account-specific measurement proposal rather than a generic media credentials presentation.

Our assessment

Omnicom Media is relevant to large advertisers with an existing need for media governance, analytical support and cross-channel integration.

Ask before signing: How will the ChatGPT pilot be evaluated, what data will our team receive, and what threshold would justify moving budget from another channel?

7. First Page Digital — ChatGPT Ads With Search and Conversion Optimisation

Best for: Established businesses with existing Google Ads, SEO or performance marketing programmes.

Pricing: Custom quotation.

Official service: First Page Digital ChatGPT Ads

First Page Digital ChatGPT advertising service page with its original branding and public promotional portrait

First Page Digital offers a dedicated ChatGPT Ads service for Singapore and other supported markets.

Its published approach includes campaign planning, creative, landing pages and conversion tracking.

The agency also positions ChatGPT Ads alongside its AI SEO offering.

That creates an important opportunity to compare paid traffic from ChatGPT with other acquisition channels without assuming the two are identical.

What First Page offers

Its official service page describes ChatGPT Ads campaign creation, ongoing management, conversion measurement and multi-market campaign support.

The agency discusses the OpenAI Pixel, Conversions API and UTM parameters as part of its reporting setup.

It also identifies the difference between sponsored ChatGPT placements and organic AI search visibility.

Evidence and limitations

First Page Digital publishes an extensive portfolio of traditional SEO and advertising work.

However, the dedicated ChatGPT Ads page does not establish an independently audited Singapore acquisition benchmark.

Its prior search marketing results provide useful context about general performance capabilities, but they’re not a substitute for ChatGPT-specific results.

Our assessment

First Page Digital may suit advertisers who want to compare ChatGPT Ads with an established paid search programme.

Ask before signing: How will the campaign be compared with Google Ads, and will the reporting show qualified leads or sales rather than platform-attributed conversions alone?

8. Impossible Marketing — ChatGPT Ads for Singapore SMEs

Best for: Singapore businesses seeking an established digital marketing agency offering a dedicated ChatGPT service.

Pricing: Custom quotation.

Official service: Impossible Marketing ChatGPT Ads

Impossible Marketing ChatGPT Ads service page featuring its original branding and illustrative phone imagery

Impossible Marketing introduced a dedicated ChatGPT advertising service following the platform’s Singapore launch.

Its offering focuses on campaign setup, creative development and the opportunity to reach people researching products and services within ChatGPT.

The agency also provides SEO, AI SEO, Google Ads and other digital services.

Published capabilities

Impossible Marketing highlights its broader advertising experience, including more than $20 million in managed advertising spend across paid campaigns.

That is a claim about its wider advertising work.

It should not be interpreted as $20 million spent on ChatGPT Ads.

The same distinction applies to its client count, reviews and industry awards.

These demonstrate wider agency history, not a specific conversion rate for Singapore ChatGPT advertising.

Our assessment

Impossible Marketing is worth comparing when an SME wants a local digital agency to evaluate ChatGPT Ads alongside established acquisition channels.

Ask before signing: What work is unique to ChatGPT Ads, what previous results are actually from this platform, and how will the agency decide whether a test is commercially worthwhile?

9. MediaPlus Digital — Controlled ChatGPT Ads Testing

Best for: Businesses wanting to establish whether ChatGPT advertising can work before committing a larger budget.

Pricing: Custom quotation.

Official service: MediaPlus Digital ChatGPT Ads

MediaPlus Digital ChatGPT advertising introduction describing campaign planning, management and measurement

MediaPlus Digital takes a practical approach to the new channel.

Its service page openly acknowledges that reliable Singapore cost-per-lead benchmarks are not yet established.

Instead of promising predictable results, it proposes starting with a contained test and evaluating actual conversions against spending.

That is a sensible approach for advertisers uncertain about channel fit.

What MediaPlus offers

The agency describes eligibility assessment, conversation research, campaign creation, tracking and performance evaluation.

Its website also states that the client’s advertising account, analytics and landing pages should remain under the client’s control.

This can be an important contractual consideration.

Evidence and limitations

The published service page explains the planned workflow but doesn’t provide an independently audited Singapore ChatGPT Ads case with final customer-acquisition results.

Its proposed method is relevant, but effectiveness should be established through actual client data.

Our assessment

MediaPlus is a candidate for businesses that want a clear pilot and are willing to stop if the numbers don’t justify continued spending.

Ask before signing: What is the maximum total test cost, what constitutes a successful result, and what happens if the campaign receives traffic but few qualified conversions?

10. PULSE Digital — ChatGPT Campaign Setup and Conversion Tracking

Best for: Small businesses looking for a focused, Singapore-based ChatGPT advertising service.

Pricing: Quote required.

Official service: PULSE Digital ChatGPT Ads

PULSE Digital ChatGPT Ads service page with its clearly labelled fictional skincare ad illustration

PULSE Digital publishes a detailed ChatGPT Ads service focused on eligibility checks, campaign setup and performance monitoring.

Its process covers ad groups, context hints, creative development, landing pages and conversion tracking.

The agency also markets traditional Google Ads and organic AI visibility services.

Published capabilities

PULSE’s official page describes configuring OpenAI’s measurement pixel, Conversions API and UTM parameters.

It also discusses important campaign requirements such as permitted advertising categories, business verification and landing-page accessibility.

The agency provides example campaign structures for different business types.

These are useful explanations of the service, but example advertisements should not be mistaken for actual campaign performance.

Evidence and limitations

PULSE publishes broader Google Ads performance claims, including a reported campaign generating more than 2,000 leads in three months.

That is not established as a ChatGPT Ads result.

Its public ChatGPT advertising page also discusses estimated clicks and enquiries based on budget calculations. Such projections remain hypothetical until real campaign performance is available.

Our assessment

PULSE is worth considering when a business needs hands-on setup and a clear explanation of the advertising workflow.

Ask before signing: Can you show a live Ads Manager reporting example, identify the person managing the account, and explain which results come from ChatGPT rather than other paid channels?

11. Digital Market — ChatGPT Ads Measured Against Google Ads

Best for: SMEs with an existing paid search baseline and a need to compare a new advertising channel.

Pricing: Custom quotation.

Official service: Digital Market ChatGPT Ads

Digital Market’s published ChatGPT campaign setup workflow covering eligibility, billing, tracking, context hints, landing pages and reportingDigital Market markets ChatGPT Ads alongside Google Ads, SEO, AEO and GEO.

Its distinguishing approach is using existing paid search performance as a starting point for evaluating the new channel.

That is useful because businesses shouldn’t judge a ChatGPT campaign in isolation if they’re already spending money elsewhere.

Published campaign evidence

Digital Market describes a Google Ads campaign for a Singapore flooring retailer in August 2026.

It reports 38 conversions from S$2,305 in advertising spend, or approximately S$60.66 per recorded conversion.

The page explicitly identifies this as Google Ads data.

It is not a ChatGPT advertising result.

That transparency matters because agencies should not transfer historical Google Ads numbers into a ChatGPT sales pitch without clearly identifying their source.

Our assessment

Digital Market is relevant to smaller advertisers who want to compare ChatGPT Ads with an existing acquisition programme.

Ask before signing: What did the original Google Ads conversions represent, and how will you ensure the ChatGPT test uses comparable definitions and costs?

12. TargetGuru — Published ChatGPT Ads Management Pricing

Best for: Small businesses wanting a defined ChatGPT Ads management fee without a lengthy agency retainer.

Published price: S$488 per month, excluding advertising spend.

Official service: TargetGuru Advertising Services

TargetGuru advertising service introduction showing its ChatGPT, Google and Meta offer and published ChatGPT management fee

TargetGuru stands out because it publishes a specific ChatGPT advertising management fee.

Its website states that the S$488 monthly service covers campaigns with advertising budgets up to S$5,000 per month.

The arrangement is advertised as month-to-month, with no setup fee.

For larger advertising budgets, the agency requests a custom quotation.

What’s included

TargetGuru describes account setup within the advertiser’s own OpenAI account, campaign creation, conversation-focused creative, conversion tracking, weekly adjustments and monthly reporting.

Its positioning focuses on leads rather than impressions alone.

That is a useful distinction for smaller businesses where every advertising dollar matters.

Evidence and limitations

TargetGuru states that it is testing ChatGPT Ads using its own advertising budget and intends to publish results.

The reviewed service page doesn’t yet establish a complete, independently verified client outcome.

It also references a S$4 minimum daily budget. OpenAI’s current Ads Manager documentation lists S$25 per day for SGD-denominated campaigns, so prospective customers should follow the current platform minimum rather than the older agency figure.

Our assessment

TargetGuru is a useful option to compare when price transparency and a limited management scope are priorities.

However, a low management fee is valuable only if the agency has enough time to configure, monitor and evaluate the campaign properly.

Ask before signing: What work is included each month, how many campaigns and creative variations will be managed, and which services require additional charges?

How Much Do ChatGPT Ads Cost in Singapore?

Let’s separate three costs that are frequently mixed together.

The first is the advertising budget you pay to OpenAI.

The second is the fee you pay an agency to manage the campaign.

The third covers supporting work such as landing pages, creative production, conversion tracking and analytics.

ChatGPT Ads platform costs

According to OpenAI’s current campaign setup documentation:

Item Current Published Rule
Minimum daily budget for SGD-denominated campaigns S$25
Available campaign objectives Views, Clicks, Conversions
Impression-based billing CPM, per 1,000 served impressions
Click-based billing CPC, per valid click
Conversion-optimised billing Optimises toward an eligible conversion, but charges by valid clicks or impressions
Maximum spending on an individual day Up to 2× the selected average daily budget
Seven-day spending limit Up to 7× the daily budget, subject to adjustments when budgets change
Advertiser access Self-service for eligible businesses or supported partner routes

The minimum platform budget is not a recommended marketing budget.

A campaign can be allowed to run at S$25 a day and still receive too little relevant traffic to support a useful conclusion.

Likewise, spending more doesn’t guarantee sufficient conversions or profitable results.

ChatGPT Ads agency management fees

Of the independent agencies reviewed, TargetGuru publicly lists a specific S$488 monthly ChatGPT management fee.

The other providers generally require quotations.

Avoid relying on invented market-average fees simply because the channel is new.

For quotations, ask whether the agency charges a fixed monthly retainer, a setup fee, a percentage of advertising spend or a combination.

Also ask whether creative, tracking implementation, reporting and landing-page improvements are included.

Example: What a ChatGPT Ads test might really cost

Consider a hypothetical Singapore business running a controlled campaign.

Expense Illustrative Amount
OpenAI media spend S$2,400
Agency management S$600
Landing-page and tracking improvements S$300
Total test cost S$3,300

Suppose the campaign generates 120 website clicks and twelve completed enquiry forms.

The platform media CPC would be S$20, and the total programme cost per recorded enquiry would be S$275.

But if only six enquiries meet the business’s qualification criteria, the cost per qualified enquiry becomes S$550.

That is the figure the sales team should care about.

These numbers are hypothetical. They are not Singapore ChatGPT Ads benchmarks, and they shouldn’t be used as predictions for a real campaign.

ChatGPT Ads vs Google Ads vs Meta Ads

Businesses shouldn’t move advertising budgets simply because one platform is new.

Each reaches customers in different situations.

Feature ChatGPT Ads Google Ads Meta Ads
Main discovery context AI-assisted conversations Search queries and other Google placements Social feeds, video and messaging environments
Targeting approach Conversation context, ad signals and supported targeting Keywords, audiences, goals and placement settings Audiences, creative signals, objectives and automated delivery
Creative strategy Specific, helpful messages relevant to the user’s task Search relevance, offers, product information and other formats Visual hooks, audience fit and creative testing
Measurement Growing Ads Manager reporting and conversion integrations Established advertising and analytics systems Established Meta reporting and conversion systems
Audience availability Eligible ChatGPT Free and Go users Eligible users across Google’s advertising inventory Eligible users across Meta’s advertising inventory
Main limitation Newer channel with limited local benchmarks Competition, costs and measurement complexity Audience saturation, creative fatigue and attribution challenges

ChatGPT Ads may be useful for products that customers investigate through detailed questions and comparisons.

But that is a hypothesis for your specific business until actual campaign data supports it.

If your existing Google Ads campaigns already generate profitable customers, don’t dismantle them to pursue a new advertising channel.

Run a controlled comparison.

ChatGPT Ads vs ChatGPT SEO: Don’t Pay for the Wrong Service

This is probably the most important distinction in the entire guide.

ChatGPT Ads are sponsored placements purchased through OpenAI’s advertising system.

ChatGPT SEO, AEO or GEO refers to work intended to improve organic discovery, citations and brand representation in AI-generated responses.

They serve different purposes.

Question ChatGPT Ads ChatGPT SEO / GEO
Can you buy the placement? Yes, subject to eligibility No
Does paying change ChatGPT’s answer? No No
Where can visibility appear? Clearly labelled sponsored placement Within organic generated answers or associated citations
Main work Campaigns, creative, bids, landing pages, conversion tracking Useful content, technical access, authority and source accuracy
Main metrics Spend, impressions, clicks, conversions, CPA Brand mentions, citations, referral traffic and business outcomes
Does it require ongoing media spend? Yes No advertising spend, although optimisation work has costs

An agency may offer both services.

That’s not a problem.

The problem begins when it sells one as a guarantee of the other.

For a detailed explanation, read MediaOne’s AEO vs GEO guide.

Which Singapore Businesses Should Consider ChatGPT Ads?

The channel makes the most sense when people need to compare information before buying.

Consider the following examples.

Ecommerce and consumer products

A customer might ask about office chairs for smaller home workspaces, travel accessories or household electronics.

An eligible product retailer can test advertisements that connect the customer’s stated need with a relevant product or collection.

However, the landing page should answer that need directly.

Sending every user to the store homepage creates unnecessary friction.

Travel and experiences

A traveller researching weekend getaways, accommodation or activities may be exploring several options.

Relevant advertisements could support discovery, provided the offer complies with OpenAI’s policies and the campaign is eligible.

The business should track bookings and sales rather than assume impressions create revenue.

Software and B2B products

A business owner might ask ChatGPT to compare software for a growing team.

An advertisement offering a specific solution or product demonstration could be relevant.

However, B2B advertisers should consider whether enough eligible users in the target market will see ads to support a meaningful test.

Education and training

People often use AI assistants to research skills, courses and learning options.

Eligible education advertisers may be able to test course-related placements, subject to the current advertising rules and applicable claims restrictions.

Again, the useful outcome is not necessarily a form submission. It may be a qualified application or confirmed enrolment.

Industries That Need an Eligibility Check First

Not every Singapore business can advertise every product or service through ChatGPT.

OpenAI applies category restrictions, and some rules differ between the United States and other countries.

For example, its current eligibility documentation states:

Category General Position for Singapore
Ordinary eligible retail and consumer products Potentially allowed, subject to review
Many health treatments and medical services Restricted or not allowed
Legal services Not allowed outside the US
Certain financial services Not allowed or restricted to select approved advertisers
Financial software without regulated financial products May be allowed
Health software and infrastructure May be allowed
Alcohol, tobacco, gambling and other prohibited categories Not allowed under applicable policies

These are broad summaries, not a substitute for reviewing the exact product and current advertising policy.

A healthcare software company, for example, should not be treated as identical to a clinic advertising medical procedures.

Before paying an agency, confirm that the specific business, advertisement, landing page and targeted market are eligible.

Use OpenAI’s current policy and onboarding guidance as the source of record.

What a Good ChatGPT Ads Agency Should Deliver

A capable agency should be able to explain its work without filling the proposal with generic claims about AI innovation.

For a first campaign, the following work matters.

1. Eligibility and account readiness

Check whether the business can advertise in the intended market and category.

Establish ownership, billing, verification and access.

Your company should retain appropriate control over the advertising account and its data.

2. Conversation-context research

Identify the problems customers describe when researching the product.

This isn’t the same as exporting a Google Ads keyword list.

OpenAI allows advertisers to provide context hints that guide ad matching, but these are not exact-match keywords and don’t guarantee appearance in specific conversations.

3. Creative development

Ads should explain why a product is relevant to a particular need.

Clear benefits, useful details and consistent messaging matter more than generic slogans.

As of 26 October 2026, OpenAI also introduced a multi-image format in open beta, allowing advertisers to use four to six square images within one ad.

The agency should know which formats are available for your campaign and whether additional creative production is worthwhile.

4. Landing-page preparation

Your destination page should match the advertisement.

If the advertisement offers a particular product, send people to that product or a directly relevant collection.

If it offers a software demonstration, make the demonstration straightforward to request.

The landing page also needs to be reachable by the relevant OpenAI crawlers and comply with applicable policies.

5. Conversion tracking

Set up the supported conversion-measurement tools and UTM parameters.

Agree on the primary conversion before the campaign starts.

For lead generation, distinguish completed forms from qualified leads and sales opportunities.

For ecommerce, reconcile attributed orders with actual transactions and margins.

6. Reporting and budget decisions

An agency should report spending, delivery, results and proposed changes.

But it should also explain the quality and limitations of the data.

For example, OpenAI’s reporting documentation says spending insights can be delayed, while conversions may take 24–48 hours to appear.

A dashboard showing recent clicks without corresponding settled spend isn’t automatically evidence of free advertising.

The ChatGPT Ads Agency Buyer Scorecard

Use the same criteria when comparing proposals.

Criterion Suggested Weight What You Should Request
Actual ChatGPT platform experience 25% Campaign workflow, account examples and relevant records
Conversion tracking and measurement 20% Pixel/CAPI plan, CRM connection and conversion definitions
Campaign strategy and creative 20% Example ad groups, context hints and landing-page approach
Commercial transparency 15% Media budget, management fees and excluded costs
Business suitability and policy knowledge 10% Eligibility assessment and industry fit
Reporting and exit conditions 10% Clear testing period, decision criteria and account handover

Score agencies only after receiving evidence.

If a capability cannot be verified, mark it as not evaluated.

Don’t automatically give a higher score to a large network because of its name, or to a smaller agency because it publishes a detailed landing page.

An official partnership is evidence of a relationship with OpenAI. A dedicated service page is evidence of an advertised offering. Neither alone proves that the agency produces the best results for your business.

How to Run a 30-Day ChatGPT Ads Pilot

If you’re serious about testing the channel, don’t begin with a twelve-month retainer.

Begin with a defined business question.

For example:

Can ChatGPT Ads produce qualified enquiries for our product at an acceptable acquisition cost compared with our existing channels?

Then structure the pilot around that question.

Week 1: Confirm eligibility, costs and tracking

Set the business objective, define the primary conversion and establish the maximum spend.

Have the agency verify account access, billing, landing pages and tracking.

Also confirm whether the platform’s current budget and targeting controls support your plan.

Week 2: Launch focused creative variations

Build distinct advertisements for genuinely different buyer situations.

For example, a furniture retailer might test compact home-office setups against products for larger shared workspaces.

Keep the landing pages aligned.

Don’t create dozens of nearly identical advertisements simply to make the campaign appear sophisticated.

Week 3: Review delivery and conversion quality

Check impressions, clicks, spending and conversion events.

Investigate whether visitors are completing the intended actions.

For lead generation, ask the sales team to review enquiry quality.

If delivery is too low, investigate before assuming the campaign is working or failing.

Week 4: Decide whether to continue

Compare the results with the agreed benchmark.

The decision may be to increase spending, refine the campaign, run another controlled test or stop.

A campaign with too little data may be inconclusive.

Don’t label it a success simply because it generated exposure, and don’t label it a failure solely because it hasn’t immediately matched mature Google Ads performance.

Five Questions to Ask Before Signing a Contract

These questions help identify whether an agency is genuinely prepared to manage ChatGPT Ads.

1. Have you launched a real ChatGPT Ads campaign?

Ask for a walkthrough of the actual workflow.

The agency can protect client confidentiality while still demonstrating that it understands the account structure, creative requirements and reporting.

2. Which of your results actually came from ChatGPT?

Ask the agency to distinguish ChatGPT advertising outcomes from Google Ads, Meta Ads, SEO or GEO.

A strong Google Ads history is relevant experience, but it isn’t a ChatGPT campaign result.

3. How do you calculate cost per qualified customer?

Ask for the complete formula.

A campaign costing S$2,000 in media and S$1,000 in fees has a different commercial result from one reporting only its media cost.

4. What happens if the campaign underperforms?

The contract should define how performance will be reviewed and what happens if the result doesn’t support further investment.

Avoid agreements where the only response to underperformance is automatically increasing the budget.

5. Who owns the account and data?

Your business should retain appropriate control over its advertiser account, billing, creative assets and conversion records.

The agency should explain how access and data will be handed over when the engagement ends.

ChatGPT Ads Red Flags to Watch For

“We’ll pay to make ChatGPT recommend you.”

No agency can purchase control over ChatGPT’s organic response.

“Our agency has ten years of ChatGPT Ads experience.”

ChatGPT advertising began in 2026. An agency can have a decade of general digital advertising experience, but not a decade running this platform.

“We guarantee a S$20 cost per lead.”

Ask for the underlying Singapore ChatGPT campaign records. Without relevant evidence, the number is only a forecast.

“The platform requires a US$200,000 entry budget.”

That describes older pilot-era arrangements, not current self-service eligibility.

“You need at least 1,000 products before advertising.”

A product feed may be relevant to catalogue-based campaigns, but ordinary ChatGPT Ads campaigns don’t universally require a thousand-product catalogue.

“Our agency is an official OpenAI partner.”

Ask for evidence of the partnership. OpenAI has publicly named agency networks, but an independent agency offering ChatGPT Ads management is not necessarily a formal partner.

“Every ChatGPT user can see your advertisement.”

Ads are limited to eligible inventory and users, including the Free and Go plans. The total ChatGPT audience isn’t the same as the available advertising audience.

“More impressions mean the campaign is profitable.”

Impressions show delivery. Profitability requires reliable commercial measurement.

Do You Actually Need a ChatGPT Ads Agency?

Not every business does.

If you have a capable paid media team, a suitable offer, clear conversions and access to Ads Manager, self-service may be enough for an initial experiment.

Hiring an agency makes more sense when the team lacks experience with campaign setup, conversion tracking, creative testing or interpreting results.

It may also be useful when ChatGPT Ads must be coordinated with several existing advertising channels.

But the decision should be commercial.

Don’t pay a specialist retainer merely because the agency has added “ChatGPT” to its services page.

Ask which work it will perform that your team cannot do reliably.

For businesses already spending on Google Ads, compare the opportunity against the current search engine marketing programme rather than treating ChatGPT as a replacement.

How We Selected These Agencies

We looked for evidence that an agency can reasonably support a Singapore ChatGPT advertising engagement.

The shortlist includes two clearly identified groups:

Officially named agency partners: Networks named by OpenAI in its September 2026 Southeast Asia announcement.

Independent ChatGPT Ads providers: Agencies with specific Singapore-facing ChatGPT advertising service pages describing campaign management, measurement or commercial arrangements.

We reviewed service descriptions, platform involvement, pricing where published and the quality of publicly available evidence.

We did not assign ROI rankings because there is no comparable dataset across all twelve agencies.

An award, client logo or performance result from another advertising channel was not treated as proof of ChatGPT Ads effectiveness.

The comparison is designed to help businesses identify suitable providers and conduct better due diligence.

Final Verdict: Choose an Agency That Can Prove the Work, Not Just Sell the Opportunity

ChatGPT advertising is an important new channel, but it’s still new enough that businesses should be sceptical of anyone promising predictable results.

There is a clear difference between a global agency group involved in OpenAI’s advertising programme and a local provider offering to manage your first campaign.

Both may be useful.

The right choice depends on the work required.

For large regional or enterprise campaigns, dentsu, WPP Media, Havas Media, Publicis Groupe and Omnicom Media offer publicly documented connections to OpenAI’s advertising expansion.

For Singapore businesses seeking hands-on campaign management, MediaOne, First Page Digital, Impossible Marketing, MediaPlus Digital, PULSE Digital, Digital Market and TargetGuru are relevant providers to compare.

But don’t choose solely on agency size, published awards or who claims to have arrived first.

Ask for the campaign plan, measurement setup, complete fees and the conditions under which the agency would recommend stopping.

That’s how you protect your advertising budget.

The best ChatGPT Ads agency in Singapore isn’t the one promising to make AI recommend your business. It’s the one that can run an eligible campaign, measure the results and tell you whether the next dollar belongs in ChatGPT Ads—or somewhere else.

Can Singapore businesses advertise on ChatGPT in 2026?

Yes. OpenAI began rolling out ChatGPT Ads in Singapore on 23 September 2026. Eligible businesses can use self-service Ads Manager or available partner routes.

How much do ChatGPT Ads cost in Singapore?

OpenAI currently lists a S$25 minimum daily budget for SGD-denominated campaigns. Actual advertising costs depend on bidding, delivery, campaign objectives and competition. Agency management fees are separate.

How much do Singapore ChatGPT Ads agencies charge?

Most agencies in this comparison require a custom quotation. TargetGuru publicly lists a S$488 monthly management fee for advertising budgets up to S$5,000, excluding media spend. Compare the exact scope before choosing a provider.

Who are OpenAI’s official agency partners?

OpenAI named dentsu, Havas Media, Omnicom Media, Publicis Groupe and WPP in its September 2026 Southeast Asia announcement. Other independent agencies may manage campaigns without having the same formal partnership status.

Can ChatGPT Ads make my company appear in ChatGPT’s answer?

No. Ads are separate from ChatGPT’s responses and cannot influence what the assistant says. Organic AI search visibility is a separate marketing discipline.

Do ChatGPT Ads use keywords?

Advertisers can provide context hints describing relevant conversations and topics. However, these are not exact-match search keywords and do not guarantee placement in particular chats.

Who can see ChatGPT Ads?

Ads may appear to eligible users on the Free and Go plans. Plus, Pro, Business, Enterprise and Edu users do not see ads. OpenAI also excludes accounts identified as belonging to minors.

Are ChatGPT Ads charged per click or impression?

Both options are available, depending on the campaign. Conversion-optimised campaigns may use click-based or impression-based billing; the advertiser is not charged directly for each conversion event.

Can advertisers see people’s private ChatGPT conversations?

No. OpenAI says advertisers do not receive users’ private conversations. Advertisers receive campaign reporting and permitted measurement data.

Are ChatGPT Ads suitable for healthcare, financial and legal businesses?

Some categories have strict restrictions, especially outside the United States. In Singapore, legal services advertising is not allowed under the current published rules, while various health and financial categories are prohibited or restricted. Check the exact product against OpenAI’s latest policy.

What metrics does ChatGPT Ads Manager provide?

The platform supports impressions, clicks, spend, click-through rate, average CPC, average CPM and conversions where measurement is configured. Additional conversion and attribution reporting is also available.

Can I run ChatGPT Ads without an agency?

Yes. Eligible businesses can use the self-service Ads Manager. An agency may help with setup, strategy, creative, conversion tracking and optimisation.

How long should I test ChatGPT Ads?

A thirty-day test is a practical starting framework, but the appropriate duration depends on campaign delivery and conversion volume. Some campaigns may require longer testing before producing a useful conclusion.

Should I replace Google Ads with ChatGPT Ads?

Not without evidence. Test ChatGPT Ads against an appropriate benchmark and compare actual qualified leads, sales and total acquisition costs before reallocating an established advertising budget.
