What is SkillsFuture?
In this digital age, paper qualifications are no longer the benchmark for workplace success. Instead, it’s the skills that one can bring to the table. The more skills one possesses, the chances of getting employed or promoted is higher.
SkillsFuture is a Government initiative launched in January 2016. It allows all Singaporeans above the age of 25 to continue to develop more skills through a series of courses and training. With newly acquired skills, one can maximise their potential and stay relevant in an ever-competitive landscape.
How does SkillsFuture work?
Each Singaporean above the age of 25 is given $500 credit in their SkillsFuture account. With this $500 credit, eligible Singaporeans can use it to offset the cost any of the SkillsFuture accredited courses. Click here for the full list of courses.
SkillsFuture in 2020
In light of the COVID-19 pandemic, Singapore could be witnessing up to 100,000 job losses, with up to 5% of unemployment losses.
To help locals tie through the tough economy, the Government is issuing a one-off SkillsFuture Credit top-up of $500 for all Singaporeans above the age of 25 in 2020. This measure, which will be effective from 1 October 2020, has been brought forward to 1 April 2020 by various Institutes of Higher Learning (IHLs) and NTUC LearningHub. This early crediting is to enable Singapore Citizens to pick up skills and improve their chances of employment.
This one-time top-up can be used for any SkillsFuture courses before it expires on 31 December 2025.
2020 initiatives that have impacted the SkillsFuture scheme
SGUnited Skills (SGUS)
The SGUnited Skills (SGUS) is a 6 to 12-months full-time training programme for unemployed Singaporeans/PRs to upskill and reskill themselves with industry-relevant skills and knowledge.
The training programme is conducted at CET centres, including Institutes of Higher Learning such as Polytechnics. The programme is modular and provides flexibility to anyone who has found a job to leave the programme.
The cost typically ranges from $500 to $1,000. Applicants can use their SkillsFuture to offset the course payment. Additionally, participants will receive a training allowance of up to $1,200 per month. However, to qualify for this allowance, applicants need to achieve a minimum of 75% attendance and pass the assessment(s) given each month. Should any attendee quit the programme midway, the training allowance will be discontinued.
SGUS Participants who are the beneficiaries of the COVID-19 Support Grand (CSG) and the Self-Employed Person Income Relief Scheme (SIRS) will also receive top-ups to their payouts. CSG recipients will receive $400, while SIRS recipients will receive $200.
The training programme focuses on industries such as Manufacturing, Built Environment, Trade & Connectivity, Data Science, Branding & Design and more. Upon completion of the programme, training centres will do their best to provide applicants with employment assistant, although there is no guaranteed success. However, candidates will graduate with Specialist Diploma that is recognised by the Government and industry, boosting their chances of employment.
NTUC Training Funds for SEPs (Ends on 31 December 2020)
This initiative is co-funded by the Government and NTUC, the NTUC Training Fund which allows Self-Employed Persons (SEPs) to earn as they learn. To qualify, applicants must indicate their self-employed status under the consolidated Statement of Income for Year of Assessment 2020 with IRAS.
Unlike the other initiatives, NTUC Training Funds caters to short courses. Applicants who attend training under this initiative between 1 April and 30 April 2020 can receive a training allowance of $7.50 per hour. For SEPs who attend the courses between 1 May and 31 December 2020, they will receive an enhanced training allowance of $10 per hour.
For existing NTUC Union members who joined on or before 1 March 2020, their training allowance will be increased to $11 per hour. Members who join after 1 March 2020 will receive a training allowance of $10.50.

SGUnited MidCareer Support (Ends on 31 December 2025)
Singaporeans between the ages of 40 to 60 (by 31 December 2020) will receive an additional $500 of SkillsFuture Credit (Mid-Career Support). This on top of the existing $500 given to all Singaporeans aged 25 and above.
This initiative provides career transition opportunities for all middle-age Singaporeans to equip themselves with skills that will enable them to gain access to better job prospects.
This extra $500 can be combined with the existing SkillsFuture credit to take up various career transition programmes conducted the Continuing Education and Training (CET) centre. The eligible courses will be revealed closer to 1 October 2020, when eligible individuals can start using this credit.
However, they must use this credit before 31 December 2025.

- MOE-subsidised undergraduate degree programmes (Tuition fees only)
- Selected courses at Institutes of Higher Learning
- PSEA (Post Secondary Education Account) courses

- SF Series courses

- Polytechnic short courses
- National Silver Academy courses
- Lifelong Learning courses

What happens after a person completes a SkillsFuture-accredited course?
Learning never stops. Depending on the courses that you have taken, you can choose to continue ascending the learning ladder with some of their advance courses.
Some learning academies, such as Udemy, has an online community for each course. In this community, you can ask questions, exchange knowledge with fellow participants and post up your homework to get some feedback. At times, the instructor will be there to provide critique, or even offer an exclusive live Masterclass for alumni to access the latest developments of that particular topic.
Recognised Continuing Education & Training (CET) centres may also have frequent tie-ups with participating organisations. They may provide placement opportunities with these organisations. However, the success of employability is subject to a case-by-case basis.
Top 5 frequently asked questions (FAQs) about SkillsFuture
Are PRs eligible for SkillsFuture credits?
Only Singaporeans are eligible for SkillsFuture credits. However, PRs are still able to enjoy the SkillsFuture courses at the subsidised rate.
Can SkillsFuture credits be transferred to family and friends?
No. The credits are not transferrable.
How do I file a SkillsFuture claim?
SkillsFuture has published a downloadable user guide that teaches you how to file a claim.
How frequent are the SkillsFuture credit top-up?
The Government will provide a one-off SkillsFuture Credit Top-Up of $500 for all eligible Singaporeans on 1 October 2020. On top of that, Singaporeans aged 40 to 60 as of 31 December 2020 will have an additional $500 top-up as part of the SkillsFuture Mid-Career Support Package.
These top-ups are supplementary to the existing $500 credit all Singaporeans received in January 2016. The new top-ups have to be used by 31 December 2025.
Other periodic top-ups, if available, will be announced by the Government.

Additionally, for PMETs and mid-career switchers, they can benefit from the Mid Career Support Package. Under this package, they can apply for the Professional Conversion Programme (PCP) and Tech Skills Accelerator Programme (TeSA). These funded programmes provide them with opportunities to undergo skills conversion so that they can move into new jobs or industries that have growth potential. For participants of the Professional Conversion Programme, salary support or training allowance will also be provided, depending on the mode of delivery.
Low wage individuals above the age of 35 are also eligible for the Workfare Skills Support (WSS) scheme, which offers heavily subsidised courses. Eligible individuals will receive a training allowance and even cash rewards. Terms and conditions do apply.
Factors to consider when deciding on a SkillsFuture course
$500 to $1,000 is not a considerable sum. The average cost of a SkillsFuture course average around $200 to $700, which means that you are only able to use the SkillsFuture credit for a maximum of 3 courses! Hence, it’s essential to think carefully before signing up for a class.

We have to continually upgrade our skills to stay relevant in this ever-changing world. However, instead of focusing on the fears of losing our jobs, we should channel our focus on our professional goals. Ask yourself these questions:

- What kind of skills do I need to learn to achieve my ideal career and remuneration situation in the next 5 to 10 years?

Your amount of available time
Presently, there are over 22,000 SkillsFuture courses available. Some courses stretch for over a year, while some last for a day. There are some courses which require you to take time off and be at the physical location, while there are also plenty of them where you can learn at your own pace online.
As a busy professional, you have to factor in your work and lifestyle commitments when choosing a SkillsFuture course.
Certifications
If your goal of learning is to land a new job or getting promoted, it is essential to find a course that offers a certificate or diploma that is recognised by the industry.
To find courses that are recognised by the industry, Continuing Education & Training centres (CETs) and Institutes of Higher Learning (IHLs) are the safest bet.
SkillsFuture has also rolled up several programmes, which occasionally partners up with companies in the industry to develop highly relevant and recognised certifications. Some of the programmes include:
